GrafX2 (grafx2.chez.com) is a free pixel art editor available for Windows and BSD (it can run on Linux but it's not officially supported, it also may run on macOS but I haven't tested it). Compared to most applications, GrafX2 is ancient, its first version released in the 90's!
A screenshot of GrafX2. On the left pane, we have a full view of the image. On the right pane, a zoomed view. Observe that there is a cross-hair cursor on the left pane that appears on the zoomed pane as a preview of its output (making a single pixel green).
