Currently, it's not possible to make your likes private in Bluesky. Just like blocks, likes are public, except that for blocks there is "mutes" which are private, but for likes there is no private counterpart.
I think it's unlikely that you'll be able to make your likes private in the future.
It's more likely that Bluesky will add "bookmarks" in the future as a way to privately "like" something. It won't be the same thing since it won't show in the "likes" count. If you need workarounds for now, see [How to Save Posts on Bluesky].
