To open the "Folder Options" dialog window (now called "File Explorer Options") in Windows 11, all you need to do is open the Start menu, type "folder options" into the search box, and click the menu item labelled "file explorer options."

It's also possible to open the folder options from the File Explorer. First, open the File Explorer, then, click the "3 dots" button in the toolbar to make a dropdown menu appear, and then click on the "Options" menu item.
